Fue creada el 15 de Abril de 1993 en la ciudad de Mendoza, Rep\u00fablica de Argentina; y cont\u00f3 con sede jur\u00eddica en la ciudad de Quito, Rep\u00fablica de Ecuador. Parad\u00f3jicamente, a pesar de su importancia social, personal y econ\u00f3mica, apenas existen programas ministeriales o institucionales orientados espec\u00edficamente a reducir el abandono en la Educaci\u00f3n Superior, posiblemente debido a la complejidad del
